From 1 November 2025, the Aged Care Act 2024 introduces a legal obligation for providers in registration categories 4-6 to demonstrate high-quality care through a documented continuous improvement plan. This article sets out what boards need to know to embed high-quality care into governance.

It explains how high-quality care is defined under the Act, covering person-centred care, cultural safety, reablement, and connection to family and community, and how this links to the Statement of Rights and strengthened Aged Care Quality Standards. The shift is significant: high-quality care must now be proven, measured and evolved, not simply aimed for.

Five priorities are set out for boards, covering gap analysis against the legislated definition, endorsing and monitoring a continuous improvement plan, setting board-level quality KPIs, promoting transparent engagement, and using transparency as a point of difference.

Written for governing bodies, executives, and quality teams meeting obligations under the Aged Care Act. This resource translates high-quality care requirements into clear governance actions for boards.
